James LubinskiBacked by decades of professional excellence, James E. Lubinski currently excels as a senior information technology specialist, a senior technical writer, a process engineer with a NACI security clearance and a project manager at Liberty IT Solutions, roles he commenced in since 2016. Prior, he held the roles of senior information technology specialist, senior technical writer, and process engineer with a NACI security clearance at Leidos Holdings, Inc. from 2013 to 2016, Barling Bay Enterprise Technical Services, LLC between 2012 and 2013, and Hewlett Packard Enterprise Services from 2010 until 2012. He also offered his expertise as a deployment engineer and technical trainer for the Personal Identity Verification (PIV) System with Hewlett Packard Enterprise Services from 2008 until 2010, all of which were under contract to the U.S. Department of Veterans Affairs.

In addition, Mr. Lubinski served as a training coordinator at Hewlett Packard Enterprise Services for the Information Technology Infrastructure Library (ITIL) under contract to Continental Airlines. Between 2006 and 2008, he was a technical writer, training specialist, database analyst, and phone support technician on behalf of Electronic Data Systems, Inc. supporting Continental Airlines and Amadeus, LLC., from senior information technology specialist, a senior technical writer, a process engineer with a NACI security clearance from 2001 until 2006.

At Electronic Data Systems, Mr. Lubinski developed in his field as an advanced business analyst from 1998 to 2001, a senior information security analyst between 1994 and 1998, and as a technical writer, technical training specialist, and an operations technical analyst from 1990 until 1994. He began his career as an auditor for the Allegheny County Controllers Office at the Greater Pittsburgh International Airport, and progressed to passenger services agent for Eastern Airlines, Inc., eventually joining the management team in the International Arrivals Division of Eastern Airlines from 1974 until 1990. Mr. Lubinski has earned certification in SharePoint Basics, ITIL Basics, SAP, Six Sigma, and in all roles of the Department of Veterans Affairs PIV system.

Prior to embarking on his professional path, Mr. Lubinski attended Franklin and Marshall College, graduating with a Bachelor of Arts in Spanish and mathematics. He later earned a Master of Arts in Spanish from the University of Pennsylvania Graduate School of Arts and Sciences in 1975. Recognized as a leader in his field, Mr. Lubinski contributes as a resource for the conformance of artifacts to current Section 508 Standards, as the chairperson of the Documentation Style Guide Committee and as a member of the Office of Information and Technology Documentation Standards Committee to provide directives for best practices for technical writers at the U.S. Department of Veterans Affairs.
